BOARD OF SELECTMEN – Regular Meeting Minutes

Chairman Stan Moss and Jon Fudeman present and TA Nina Nazarian. Edith Morgan absent.
In all following votes, Jon F. made motion and Stan seconded.

4:01 PM   Stan opened meeting in the Town Hall.
Board voted all in favor to appoint Linda Farineau COA director/P.C. manager position to begin Nov. 16 for a term through June 30, 2019. They then voted all in favor to appoint Michael Crowley to the Parks & Rec. Commission for a term through June 30, 2018.
Nina has drafted three letters to MBI Board Chairman Peter Larkin. The first makes a case for the town to receive a waiver from MBI requirements that could delay the project. One letter explains all the pole preparation work the town has already done, the value of which MBI could reimburse. A third letter explains how the town lost out on an opportunity to “double lash” and use existing fiber, installed some years ago, for the proposed broadband project—which has evolved into a cable franchise. The group had added some wording, and John Kowaleski submitted comments as well.
Group discussed MBI potential involvement in choosing a cable franchise, if MBI gives grant funding for construction to a cable company, as has happened in other “underserved” towns. Nina will meet with Peter Larkin this week and wants to be able to submit any of the letters to him, if appropriate.
Selectmen voted all in favor to authorize Nina to forward any of the three letters--as amended--to MBI at her discretion.
Nina briefly left room, as selectmen noted that the T.A. contract will be due for consideration next year. They voted all in favor to begin negotiations with the T.A. regarding her employment contract. Stan wishes to begin the process with an informal discussion between himself and Nina.
